2. I readed rules (https://greasyfork.org/en/help/code-rules), there is nothing about "you can't use capital name as alias to language". I can just remove "russian" language from description at all.
3. So, what exactly rule I broke? From Miscellaneous category or what?

Don't play fool, you know exactly why your script was deleted. However, seems like you resolved the problem, but it would be nice if you also removed "s" from the end.
