replaces Canada's flag with a pride flag on 4chan's flag-enabled boards. Shouldn't ever need an update, hopefully (though I was lazy with the flag and it doesn't have the shiny borders that "real" 4chan flags have, so I may go back and try to mimic that eventually).

adds an !important background: attribute of .flag-ca that overrides the background: of .flag, using a base64 encoded png so it doesn't have to rely on some server somewhere.
